The FP6 research support of the European Union is designed to stimulate collaboration between European countries. Through the EU-China Science & Technology agreement, Chinese research partners can participate in all FP6 projects. Chinese partners in FP6 projects should apply together with the European partners for funding from the EU. In addition to the research projects, the EU supports the Marie-Curie fellowship scheme to encourage long-term exchanges of scientists.
What is an FP6 project?
FP6 projects aim to encourage cross-border research collaboration. Project partners combine different roles, e.g. theoretical research, experiments, measurements, application tests, customer research, production methods, or regulation research. Good projects bring together partners from industry, universities, research institutions or public bodies. One partner coordinates the project - usually the partner who had the initial idea and wrote the project proposal.
Projects must be multinational and include at least three partners from different EU Member States (or AssociatedStates). A typical project has:
6-12 complementary partners from at least 4 countries, each one performing research
a total budget of 2 - 20 million Euro, sometimes more
a planned duration of 3-5 years
There are three types of project:
Specific Targeted Research Projects (STREP): normal projects.
Networks of Excellence (NE): network with up to 50 partners.
Integrated Projects (IP): large and comprehensive projects.

The Chinese national basic and high-tech research programmes are open to EU partners, as part of the EU-China S&T agreement. The main programmes under this scheme are:
the 973 national basic research programme
the 863 national high-tech research programme.
These programmes issue frequent calls for proposals, which are widely noted in the Chinese research communities. We refer for details to the websites of the Chinese Ministry of Science and Technology MOST http://www.most.gov.cn/ and the 863 high-tech research program

Most Chinese institutions and programs are very open to international cooperation. This includes also the National Natural Science Foundation of China, NNSFC, which has financial incentives for projects which establish an international relation. Very helpful for establishing contacts can be the international cooperation offices in universities and institutions. Another source for contacts are the Science and Technology Commissions, which exist in every Chinese region and in the larger Chinese cities.

Asia-Link Programme
Asia-Link Programme is set up to promote regional and multilateral communion and cooperation among higher educational institutions in EC member countries, South Asia, Southeast Asia and China . It aims to build new continuous associate connection among higher educational institutions, based on consolidating existing cooperative connection.
The programme will be set to finance the cooperative programmes or information sustenance and research among higher educational institutions in Asia . The cooperative programmes include human resource, course exploitation, institution development, etc. Information sustenance and research must be done to build up the programmes' reputation.
The applicant of the programme must be juridical person of a no-profit organization, engages in teaching, has stable earning, similar experience, and at less two EC member countries to apply together.
Application form must be submitted with business licence of juridical person's company, annual report of the past year and finance report.
Expiration date of application: Sep.23, 2004
The Erasmus Mundus Programme
The Erasmus Mundus Programme is a cooperative programme among higher educational institutions for European to strengthen their scientific center status. It is not an aid programme. It is from January of 2004 to December of 2008. It aims to generalize high quality postgraduate courses, enhance the reputation of European higher education, provide scholarship for people from the third country who study these postgraduate courses, also people from EC who study in the third country.
The courses of this programme are set for postgraduate students. It needs one to two years to study these courses. The programme is set to support scholars from the third country to have a three-months teaching and research in the European cooperative institute. Higher education institutes of the third country may apply for a cooperative partner and receive EC students and scholars to study there.

About Us
The Eu center of Jilin university,which subsidized by the EU-China's higher education collaborative project, established formally on November 5th, 1998. Doctoral supervisor of Jilin university Professor Du Li serves as the centre director .It is divided into four research rooms, including European Union law research room , European Union's trade and financial research room , European politics and international relations research room and philosophy research room of Europe. The composition of personnel of the centre is as follows: 9 full-time researchers (5 professors , 3 associate professors and an assistant) and 22 part-time researchers (6 professors , 7 associate professors , 7 lecturers and one assistant).
